"This report presents a conceptual model of the fisheries sector in the Estuary and Gulf of St. Lawrence, including ecological and social dimensions and management measures. The model was developed through a participatory process involving fishers, representatives from fishers' associations, the industry, non-governmental organizations (NGOs), First Nations organizations, managers and scientists. A series of semi-structured conversations served to highlight similarities and differences in perspectives among participants and to achieve a common understanding of the system by focusing on the identification of its key components and linkages between these components. The resulting conceptual model represents a first step in a project aimed at simulating scenarios of disturbance and adaptation of the fisheries system to a changing climate. These simulations will serve to identify risk-equivalent management options that can achieve sustainable fisheries, conservation and socioeconomic objectives. The participatory process described in this report is applicable to other fisheries ecosystems and human activity sectors. A qualitative modelling approach can be used to synthesize all available knowledge while promoting dialogue and trust building"--Abstract, page iv.
