"The Borough of Scarborough intends to implement the recommendations of the stormwater management study for the Tapscott Industrial District as proposed by Andrew Brodie Associates. The major recommendation of the study is to build a stormwater pond which would reduce the peak runoff discharges from the new development and provide some control of pollution loads in runoff"--Introduction, page 1.
