"As part of the planning process for fiscal year 1987-88, the management committee of the Air Quality and Inter-Environmental Research Branch established teams of senior Branch scientists to develop a framework for each major program area which would serve to guide and focus program activities. Ray Hoff and Bill Schroeder undertook this task for the Toxic-Chemicals component and, in-doing so, broadened the usual purview beyond the state of the science and Branch strengths and priorities to include some very real concerns in the management area"--Preface.
