"Statistics of catch and effort for a 27-yr period have been examined to identify trends in landings and relative abundance of groundfish, with special reference to foodfish species consisting primarily of Pacific cod. A downward trend in fishing effort occurred throughout the study period, whereas catch and CPUE declined only until about 1968-69 after which there was a sharp reversal of trend. CPUE in the mid-1970's was as high or higher than that in the early 1950's, but it is uncertain whether the same can be said for relative abundance because efficiency of the unit of effort may have increased. An indicator of profitability shows a downward trend through most of the study period. It is hypothesized that relatively high effort in early years led to overfishing; that after a certain point in the decline of fishing effort, foodfish stocks began to rebuild; and that continued low profitability discouraged a resurgence of effort at least until 1977-78"--Abstract, page iii.
