"The presence of the extremely low dissolved oxygen concentrations in both Wainwright Basin and Porpoise Harbour indicates that the oxygen availability in the waters is being exceeded by oxygen demand of wastes received. There seems to have been a continuous trend of deterioration of oxygen conditions in the water since the pulp mill went into operation in about 1951, judging by previous observations. At present, the two basins are in an advanced state of pollution"--Discussion of observations, page 7.
