"The water demand for the town of Morden has been estimated at 530 acre feet per year. From a comparative of similar drainage basins it has been computed that this supply can be guaranteed during a dry period as severe as the years 1930-1940, if the Full Supply Level of the reservoir is raised to elevation 1073. As the increase of the dependable water supply in a dry period, with an increase in reservoir storage, is only slight, it does not seem economical to provide for enough reservoir storage to meet the demand of riparian land owners downstream from the town of Morden. Therefore, it is recommended that the riparian water rights be provided for independently of the Morden Reservoir, if possible. The required capacity of the spillway has been computed for the worst conditions that may be expected to occur. This is a peak flow of 20,000 cfs"--Summary, page 16.
