"This Research Note is a primer on current Bulgarian security and defence issues. It covers civil-military relations, military doctrine, defence economics and readiness issues, from mid-1992 to early 1994. It argues that the current state of the Bulgarian Armed Forces appears desperate to its officers and that it would not allow an effective defence of the country if the Yugoslav conflict were to spread eastward. While respecting the legitimacy of the democratic institutions, the Armed Forces consider the stakes important enough to try to influence the government and inform the public directly. However, the military's political weakness and the solid roots of democracy that emerged in the last few years prevent it from intervening either directly (supplanting, replacing or obstructing the government) or indirectly (blackmailing, refusing to obey, etc.)"--Abstract, page iv.
