"Pursuant to the Guidance for Panel members for the implementation of the Cabinet Directive on the Critical Election Incident Public Protocol (CEIPP), the report that follows details the deliberations and decision-making of the Government of Canada during the caretaker period for the 45th General Election (GE45), related to incidents that may have had the potential to threaten Canada’s ability to have a free and fair election. It is intended to be read with the report of the Security and Intelligence Threats to Elections Task Force (SITE Task Force). The SITE Task Force has, for the first time, issued a public version of its After-Action Report on threats to a general election detailing what the SITE Task Force expected to see, its observations of threat activities targeting GE45, and actions it undertook"--Introduction, page 5.
