"In 1998, a group of countries signed a treaty with the goal of ending impunity for the world's most serious crimes by establishing a permanent international criminal tribunal, the International Criminal Court (ICC or the Court). The Rome Statute of the International Criminal Court (Rome Statute) marked a milestone in the development of international criminal law as states recognized the need to reach beyond the ad hoc solutions that preceded the ICC and build a court with broad jurisdiction to investigate, try and punish perpetrators of atrocities around the world.
