"Computer learning (the use of the computer to teach and train) is of industrial policy interest for two main reasons. First, the extensive public sector procurement in education and training is already having major impacts on Canadian industry in this area. Often, procurement is occurring without sensitivity to industrial goals. Secondly, computer learning is a rapidly growing "high technology" industry. If Canada is a passive market for foreign products, trade deficits will become a problem; alternatively, Canadian industry can seek opportunities domestically and abroad"--Executive summary, page i.
