"Canada's Marine Protected Areas (MPA) Protection Standard was created to increase consistency and clarity on prohibited activities across all MPAs and helps to protect portions of Canada's oceans from the potential negative effects of industrial activities. Based on a recommendation by the National Advisory Panel on MPA Standards, the standards and guidelines of the International Union for the Conservation of Nature were adopted, thereby prohibiting four industrial activities, including bottom-trawl gear fisheries, from occurring in all federal MPAs established after 2019. The Protection Standard indicates that all MPAs established before 2019 should review the compatibility of activities included in the Protection Standard against the MPA's conservation objectives as part of their regular management review cycle. Musquash Estuary MPA is located in the outer Bay of Fundy and covers 7.4 km². It was established through the Oceans Act in 2006, and at that time, an exception was provided for scallop dragging in the outer estuary (Zone 3) to allow for the continuation of fishers' traditional access to the estuary. As part of Musquash MPA management cycle, an ecological risk assessment was undertaken to assess the compatibility of the scallop drag fishery in Zone 3 with the site's conservation objectives. Ecological risk was determined by evaluating the Impact Risk and Recovery Lag of selected conservation priorities under the scallop drag fishery's current level of intensity, following the national Marine Conservation Ecological Risk Process Guidance developed by Fisheries and Oceans Canada (DFO).
