"The Geographical Branch has been investigating permafrost and associated phenomena over the past ten years. In connection with its studies of terrain conditions in northern Canada, This paper deals with the organic layer associated with the permafrost surface and suggests an origin for this layer. It is hoped that this report will be of assistance to those who are concerned with the application of northern terrain characteristics to problems of construction and transportation"--Preface.
