"The gap between planning species recovery and implementing effective actions is well known. This paper pilots the PRECEDE-PROCEED framework from the health sector to organize an assessment of how circumstances impeded or promoted species recovery, using the endangered Western Brook Lamprey, Morrison Creek population (Lampetra richardsoni) as a test case. Data were collected through reviews of species recovery documents, peer reviewed and grey literature, and supplemented with tacit knowledge of the study team. The PRECEDE-PROCEED framework provided a simple means to account for and organize different actions, find common priorities, and see deficits or successes in conversation actions. It helped bridge the higher order objectives from recovery documents with actions being undertaken by a diversity of local actors. This exercise showed, for this species, collaborative multi-level interventions were needed that prioritized: land and water use policies; water quality; prey base for all life stages and the effects of invasive species; climate change; and addressing critical knowledge gaps for this rare and cryptic species. The determinants of health and harm reduction concepts from the field of population health were congruent with conservation planning and could serve as a common language to promote the integration of wildlife health and conservation"--Abstract, page iv.
