"Until February 14, 2022, the Emergencies Act had lain dormant. Then, for the first time, the Federal Government proclaimed a Public Order Emergency. This was done in response to a series of protests that occurred throughout the country, which were, in part, a reaction to years of public health measures enacted to address the COVID-19 pandemic. At the centre of these protests was the Freedom Convoy, a loosely organized collection of groups who travelled across the country to Ottawa, entrenching themselves there for three weeks and demanding radical change to government policies"--Introduction, page 13.
