In January 1995, interviews were conducted in 19 federal departments and agencies of varying sizes to explore the delegation framework that has been implemented by the departments with respect to resource allocation, transfer price and 5% carry forward. Also discussed during the interviews were: systems and other tools for decision making; impacts of restructuring and Program Review; and plans for improvement.--Executive summary
