Northern cod : a failure of Canadian fisheries management / Tom Wappel, Chairman. : XC51-381/1-1-02

This report is the result of the Committee’s study of the northern cod, including the events leading to the collapse of the fishery and the failure of the stock to reestablish itself since the moratorium. The Committee concludes that overfishing caused the collapse of the northern cod stock and that the major factor in this overfishing was mismanagement of the fishery. The Committee also concludes that the Canadian fisheries management system is dysfunctional and in need of fundamental reform.
