Because the sources of crime and other social problems lie in the community, only communities can solve these problems. The purpose of this manual is to support community action by providing the information necessary for groups to take a leadership role in ensuring public safety. The manual will be useful for a wide range of people, from members of community groups to crime prevention practitioners.
