In November 1997, Justice Minister Ann McLellan asked the Law Commission of Canada to prepare a report on the means for addressing the harm caused by physical and sexual abuse of children in institutions operated, funded and sponsored by government. These institutions included residential schools for Aboriginal children, schools for the Deaf and blind, training schools, long-term mental care facilities and sanatoria.--Page 1
