This report presents the results of a six-month review of the administration of federal grant and contribution programs by an independent panel. The panel examined how to achieve strong accountability for the funds spent on these programs, while allowing efficient management and effective access. The panel also looked at barriers to access for applicants, and made recommendations to policies and practices to ensure that government delivers these programs in a fair, cost-effective, and efficient manner.
