"The Bombardier CSeries program advances research and development (R&D) in the aerospace industry and maintains and enhances the technology base and technological capabilities of Canadian aerospace firms. Specifically, the program funds the development of generic technologies applicable to a variety of aircraft platforms and funds the development of technologies for a new fixed-wing commercial aircraft, the Bombardier CSeries aircraft. The Government of Canada, in 2008, committed to provide $350 million in repayable contributions to Bombardier Aerospace through the Bombardier CSeries program. The funds come from existing departmental allocations and will be repaid through royalties from deliveries of CSeries aircraft and derivative aircraft that result from the CSeries aircraft development. Of the total $350 million committed $278.9 million was disbursed as of March 31, 2013. In accordance with the Policy on Evaluation and the Directive on the Evaluation Function, the purpose of this evaluation was to assess the core issues of relevance and performance of the Bombardier CSeries program. The evaluation covered the period from September 2008 to March 2013. The evaluation findings and conclusions are based on the analysis of multiple lines of evidence.
