PMPRB guidelines modernization : discussion paper.: H82-21/2016E-PDF

Recent and significant changes in the Patented Medicine Prices Review Board’s (PMPRB) operating environment necessitate corresponding changes to modernize and simplify its regulatory framework. As a first step in this process, the PMPRB is undertaking public consultations to obtain submissions from stakeholders and the public regarding possible reform of its Compendium of Policies, Guidelines and Procedures (Guidelines). The public consultation process is an invitation for all interested parties to collectively rethink the Guidelines to ensure they remain relevant and effective in enabling the PMPRB to protect consumers from excessive prices in a dynamic and evolving pharmaceutical market. This discussion paper provides a framework for consultations by identifying aspects of the Guidelines that appear to be particularly outdated and asking a series of broadly formulated questions intended to inform the second phase of the consultation process when specific changes to the Guidelines will be proposed based on the feedback received to the questions. While the PMPRB is committed to reforming its Guidelines, it has no preconceptions about the specific changes that may result from this process.
