"We have the honour to report that under the commission issued to us by your Honor on the 30th day of October last, directing us to investigate claims under the 5th sub-section of section 32 of the Manitoba Act for commutation of Rights of Common and of Cutting Hay, and to award commutation therefor, we have investigated nearly two hundred of such claims in the Parishes of St. Paul and St. Charles"--p. 1.
