"That the Canadian income tax system be reformed along the lines proposed in the White Paper on Tax Reform, and in particular that the proposed base-broadening measures, conversion to credits and rate structures for the corporate and personal income tax be implemented, and that the other measures under Stage I of tax reform be adopted, subject to the recommendations that follow. ..."--P.1.
