"The purpose of the Agreement is to implement the Recreational Infrastructure Canada Program, intended to accelerate the execution of recreational infrastructure modernization and rehabilitation projects, including the construction of new facilities to supplement or replace existing facilities or their capacities and to define the roles, responsibilities, obligations and commitments of the Parties, as well as the procedures and rules for management and administration of the Agreement"--p. 4.
