"The multiple aspects of the economic, social, political and institutional crisis in Haiti poses major challenges in implementing and evaluating Canada’s cooperation in that country. In this context, Performance Review Branch received the mandate from CIDA’s senior management to undertake a corporate evaluation of CIDA’s cooperation in Haiti for the period 1994 to 2002 including the bilateral, multilateral and partnership programs."--Introduction.
