"As a first requirement, all instructions in this Field Manual must be studied carefully, so that the Commissioner and Supervisors are fully aware of their duties and responsibilities. Part I of the Manual outlines the duties of the Census Commissioner; Part II describes the duties of the Field Supervisors; and Part III deals with all matters regarding rates of pay and allowances for different classes of field employees. Finally, Part IV of the Manual contains instructions for administering the Personnel Selection Test for Enumerators"--Foreword, p. [1].
