"Low-cost houses of all types listed in the survey total 769, this includes houses for sale and welfare. The houses ordered by contract since the inception of the resale and welfare programs total 927, a discrepancy of 158. There is no obvious reason for this ; however, inquiries made have led us to the conclusion that many houses listed as "Privately Constructed" are in fact low-cost houses - most of them the one-room rigid-frame or type 370. The discrepancy is fairly evenly spread across all settlements with one exception that shall be mentioned: the houses listed for Frobisher Bay agree almost exactly with the report recently submitted by the Town Manager."--Preface.
