"One of the primary issues being addressed by Statistics Canada in planning for the 1991 Census is the improvement of coverage of the population. The homeless population was identified as a group which would potentially be missed by the 'regular' Census procedures. A working group was formed to consider the feasibility of enumerating the homeless as part of the 1991 Census. The group decided that a possible approach to take would be to supplement the existing procedures by enumerating persons at soup kitchens. (i.e., social service agencies which provide meals at little or no cost)"--p. 1.
