"Statistics Canada is conducting a Business Survey Redesign Project, with part of it being the redesign of annual and sub-annual economic production surveys. Differences in terms of estimates produced will exist between the sub-annual and annual surveys figures due to different versions of the frame. The problem of adjusting sub-annual series to annual benchmarks is studied here in the context of a production environment. Some methods to solve the problem are reviewed. Suggested procedures, based on constrained minimization, will allow the years of adjusted data to be smoothly linked. The latter and other methods are compared using data from the Wholesale Trade Monthly and Annual Surveys. The suggested procedures appear to perform satisfactorily"--Abstract.
