"The Census of Construction (COC) is an annual survey that produces estimates concerning the construction industry. Although it is called a census, only the group of firms with gross business income (GBI) in excess of $750,000 is surveyed entirely. A sample is selected in order to estimate the population of companies whose GBI is between $10,000 and $750,000. These estimates are based on data transcribed by Tax Record Access (TRA) Sub-division of Business Register Division"--Introduction.
