"The testing programme was developed at the request of the Minister of Education to provide teachers and other educators with information to use in helping Manitoba School children attain the essential skills needed in certain selected subjects. The first test was in Mathematics, conducted in May of 1978, followed by Creative Writing skills in May of 1979. Reading Skills were tested in May of 1980 and Science skills will be tested in November, 1980. The Reading Results were computer scored. The results allow comparisons of Federal and Provincial schools. The results are compiled in two separate packages: one for principals, one for Superintendents of Education. Two packages are needed so that materials with individual student details are restricted to use in the schools specifically to aid in the extremely important remedial follow-up. Graphs of comparisons across areas are restricted to use by the superintendents of education"--Introduction, p. 1.
