"This report is presented in two parts. Part I deals with the Pigeon Lake Reserve No. 138A which is controlled by the Four Bands comprising the Hobbema Group of Reserves. Part II deals with the overall social and physical development of the Hobbema Reserves, with emphasis upon those areas of development which are common to all of the Reserves, mainly industrial and commercial development and the concept of a Four Band Urban Development at Hobbema"--Introduction, p.
