"In 1992, Clatworthy and Smith produced a series of projections for the Assembly of First Nations [AFN] which explored the long term population implications of Section 6 of the revised Indian Act (Bill C-31). Unlike previous projections of Canada’s registered Indian population, these projections explicitly incorporated the revised rules of the Act concerning future entitlement to registration. The projections also examined the population implications associated with specific types of rules adopted by various bands or First Nations to govern eligibility for membership. The projections developed by Clatworthy/Smith presented a number of scenarios concerning future demographic events [fertility and mortality] and patterns of out-marriage [i.e. parenting among Indian and non-Indian partners]"--Introduction, p. 1.
