"The bearing capacity of ice covers has been a problem of continuing concern in Canada and now, with the heightened interest in resource exploration and development in the Arctic, the use of ice covers is being given increased attention. The last symposiym of the Associate Committee on Geotechnical Research that dealt exclusively with the bearing capacity problem was held in Ottawa in 1958. That there have been important developments since that time is clear from this record of a Workshop on this subject held in Winnipeg in October 1978"--Foreword.
