"This study was commissioned by the Canada Mortgage and Housing Corporation to examine whether the new energy conditions are creating conflicts between the plans of builders or renovators and homeowners to upgrade the thermal performance of their buildings, and the provisions of municipal by-laws. Where conflicts have arisen, this study examines how they were resolved.
