"By virtue of the British North America Act, each province has general jurisdiction over wildlife within its boundaries. The government of Canada is, however, responsible for migratory birds as defined by the Migratory Birds Convention, signed in 1916. The Migratory Birds Convention Act was passed in 1917 to enable Canada to fulfill obligations with the United States of America incurred under the Migratory Birds Convention"--Foreword.
