"Estimates of the natural flow in the North and South Saskatchewan Rivers at the Alberta-Saskatchewan Boundary may be required for use in the division of the waters between the provinces. Adjustment of measured flows at the boundary for the effect of upstream uses is a difficult problem and therefore the reliability of the resulting estimates of natural flow is questionable in basins such as that of the South Saskatchewan River, where there is a complex pattern of water use developments"--Introd.
