"Gumbel's limited distribution of the smallest values and the Pearson Type III distribution are two theoretical probability distributions which have been considered as being representative of the probability distribution of low flows or droughts. The formulae and tables presented herein have been compiled to facilitate the computation and plotting of drought frequency curves using either of these two theoretical probability distributions. For details and the derivations of the various formulae reference may be made to Gumbel (1954) and Matalas (1963)"--Introd.
