"The House of Commons Standing Committee on Foreign Affairs and International Development (the Committee) conducted a study on the provision of Canadian consular services. The Committee’s study of Canadian consular services – which refers to the help, advice and support that the Government of Canada provides to Canadians travelling or living abroad – was opportune. This was the first time that a parliamentary committee had conducted a comprehensive study of Canadian consular services, including an examination of the legal and policy foundations for the provision of consular assistance"--Introduction, page 5.
