"The Government of Canada and the Government of the Republic of Ecuador, hereinafter referred to as the “Parties”, being parties to the Convention on International Civil Aviation, done at Chicago on 7 December 1944; desiring to ensure the highest degree of safety and security in international air transportation; recognizing the importance of international air transportation in promoting trade, tourism and investment; desiring to promote their interests in respect of international air transportation; and desiring to conclude an agreement on air transport, supplementary to the said Convention; have agreed on air transport"--Page 3.
