“The St. Lawrence Estuary (SLE) beluga is listed as endangered under the Species at Risk Act (SARA); a Recovery Strategy has been developed, and their summer Critical Habitat has been identified and protected. After a period of stability or slight increase over the period 1988 to early 2000, the population appears to be declining at a rate of approximately 1% per year"--Context, page [1].
