"Recent advances in Land Mobile system development has provided increasing evidence that digital transmission of dispatch data as well as other digitally encoded information will constitute an important part of Land Mobile communication traffic. The need for the development of guidelines identifying transmission characteristics, requirements, and limitations of digital transmission is becoming increasingly urgent. These guidelines would lead to the development of new regulations and standards governing the technical characteristics and operation of equipment and systems employing digital transmission of information over Land Mobile communication channels"--Introduction, page 1.
