"This report treats the problem of allocation of priorities to the different types of message traffic that can flow in a computer-communication network, for eg. CANUNET The assumption made, is that messages flow in such a network between two host computers, that are interfaced to the network via Network Control Units (NCU) in the same way as they do, for example in the ARPA network"--Introduction, page 1.
