"This paper describes a method of transmitting TV signals which should be considered by applicants proposing to provide television service to some geographically small, rural and remote areas. This proposed new method is in addition to those other methods by which television service is currently provided. The purpose of this paper is: to solicit public comment on a proposed use of broadcasting spectrum for local transmission of multiple broadcast signals; to present for comment a proposed set of authorization guidelines for these non-protected, low power, multi-channel local transmission broadcasting systems using a block of UHF television channels or, in certain cases, selected VHF channels; to announce the immediate application of the criteria proposed in this paper on an interim basis subject to confirmation as a result of this review"--Purpose.
