"The Government of Canada and the Government of the Republic of Trinidad and Tobago, hereinafter referred to as the “Contracting Parties”, being parties to the Convention on International Civil Aviation, done at Chicago on 7 December 1944; desiring to ensure the highest degree of safety and security in international air transportation; recognizing the importance of international air transportation in promoting trade, tourism and investment; desiring to facilitate the expansion of international air transport opportunities and recognizing the particular issues related to international aviation in the Caribbean community; desiring to promote their interests in economically viable development of international air transportation; and desiring to conclude an agreement on air transport, supplementary to the Convention: have agreed on air transport"--Page 2.
