"This study fits into the Federal Department of Communications Rural Communications Program, which is designed to provide the engineering and economic framework for the development of Federal policies directed towards extending and improving economically all communications services supplied to the rural population. As part of this program, studies in rural demography were conducted Canada-wide and will complement technological, economic and institutional considerations to provide a complete picture of rural communications service levels, needs and costs. This study is referred to as Phase I of demographic studies designed to gather available data for analysis and to produce an aggregate picture of the Quebec-Ontario Region, for which representative areas were chosen.
