"In 1978 the Rural Communications Program of the Department of Communications identified a requirement for a study designed to forecast the demand for communications services in the rural areas of Canada. The Department defined the specific objectives of the study as follows: To identify needs for telecommunication services, that is, functions fulfilled by the following services: telephony, data, broadcasting and mobile radio for both rural residents and business establishments located in rural areas; To establish the relative importance of the attributes of the various services as perceived by both the residential and the business populations; To determine the level of satisfaction with current telecommunication services for both the residential and business populations; To assess the demand for existing and improved services, both current and over the next ten years, and the willingness of the rural population to pay for improved service"--Background and purpose, pages 1-2.
