"It has become increasingly apparent that the existing charts of the Great Lakes do not adequately meet the changing patterns of today's marine traffic. With the imminent introduction of metric charts and the standardization of chart paper sizes, it is obvious that now is the ideal time to redraw the chart scheme. Capitalization on the expense and effort which will be incurred by metrication anyway dictates that a new chart scheme similar to what is being proposed here should be phased in at the same time"--Introduction, page 2.
