"On January 22, 1996, Chief James Tanner of the Gamblers First Nation wrote to the Indian Claims Commission requesting an inquiry into the Band's rejected Treaty Land Entitlement Claim. The Commission began its work by convening a planning conference on June 14, 1996, where the parties discussed the issues pertaining to this claim and the conduct of the inquiry. The Commission has reviewed over one thousand pages of documents in the course of this inquiry. In addition, the Commission heard oral testimony from elders of the Gamblers First Nation on November 5, 1996, and on November 6, 1996, the panel of Commissioners heard oral submissions of legal counsel for the parties on the question of whether Canada owes an outstanding lawful obligation to the Gamblers First Nation pursuant to the Specific Claims Policy.
