"The Canada Health Transfer (CHT) and the Canada Social Transfer (CST) were designed to support provincial and territorial expenses in specific areas. Enshrined in the Constitution, Equalization payments are made to provincial governments to address disparities in their fiscal capacities. … This report examines the relationship between federal CHT and CST transfers, and the provincial-territorial programs for which these transfers were designed, or targeted, to support. In the case of Equalization, this report identifies the federal contribution to equalizing fiscal capacities across provinces, determining whether the program is over- or under-equalizing capacities"--Summary, page 3.
